The University Medical Center Foundation of El Paso is proud to celebrate Interim Executive Director Carolyn Williams on being named a recipient of the 2026 Texas Traffic Safety Award in the Child Passenger Safety – Traffic Safety Professional category.
Selected as one of only 10 individuals recognized statewide, Carolyn will be honored during the Texas Traffic Safety Awards Luncheon in Dallas as part of the 2026 Texas Traffic Safety Conference. The award recognizes professionals who have demonstrated exceptional leadership and commitment to improving child passenger safety through education, community outreach, advocacy, and evidence-based practices that help protect children on Texas roadways.
Carolyn’s recognition reflects more than a decade of dedication to keeping children safe. Twelve years ago, she helped establish the University Medical Center Foundation’s Child Passenger Safety Program, which has since grown into the largest child passenger safety program in the region. Through educational workshops, certified car seat inspections, caregiver training, and strong community partnerships, the program has helped thousands of families ensure their children are traveling safely.

The Texas Traffic Safety Awards recognize outstanding contributions in five key areas of traffic safety, honoring both law enforcement professionals and traffic safety professionals who work tirelessly to make Texas roads safer. The Child Passenger Safety – Traffic Safety Professional Award specifically celebrates individuals whose efforts have significantly advanced child passenger safety through education, public health initiatives, community partnerships, advocacy, research, and the promotion of proper child restraint use.

The UMC Foundation’s Child Passenger Safety Program provides families with access to certified Child Passenger Safety Technicians who offer education, car seat inspections, and hands-on installation guidance to ensure children are traveling safely at every stage of growth. Thanks to the continued partnership of El Paso Health, the program has become the largest of its kind in the region, helping improve child passenger safety and prevent injuries through education and community outreach.
